The Central Committee of CPC greatly emphasizes the construction of counselors in highereducational institutions, and a series of policies has been formulated with an aim to strengthen thedevelopment of counselors. Counselors are at the frontier of college ideological and politicaleducation. They shoulder the important mission of guiding college students to develop correctconceptions towards the world, life and noble values. Therefore, the working ability and effects ofcounselors can exert significant effects on the formation of good psychological quality andcharacteristics. We need to evaluate the counselors’ work by using performance evaluation theories,because this is a crucial link and important measure in implementing the16th documents of thecentral government, enhancing college ideological and political education, improving thecounselors’ quality and strengthening the construction of the counselors force. It is a systematicproject and needs multilateral efforts and cooperation. And the key of these efforts is the design ofevaluation system, because a scientific and reasonable performance evaluation system caneffectively improve the counselors’ working ability. However, the current system is not scientificenough and the problems are universal: the singleness of the source for evaluation target,complicacy of evaluation targets, lag behind of evaluation content, unreasonable index weight, andneglecting of evaluation results and so on need to be further improved and optimized. Hence thisarticle found the existing problems and the reasons, based on which the performance evaluationtarget system of the counselors are further designed and optimized in order to provide reference tothe construction of a scientific evaluation target system for counselors.The article is divided into four parts: The first part—Introduction. In this part, general researchbackground, current research situation, significance of the research and ideas and methods in theresearch will be introduced. The second part is the college counselors’ performance evaluationtarget and system. After a clear definition and source of performance evaluation index and system,sorting out college counselors’ performance evaluation index and system of definition and sourceand summarizing the college counselors’ performance evaluation target system of definition andcharacteristic. The third part is the performance evaluation index system of college counselorsexisting problems and causes. The fourth part is the construction of performance evaluation targetsystem for college counselors. First, the author analyzes and defines the work of college counselors.Then, he indicates the main principles which should be followed in constructing performanceevaluation target system for college counselor and he designs a basic framework for the evaluationtarget system. And one step further, concrete designs for performance evaluation target system areillustrated in the following4aspects: specification of the target, setting of the target weight, formation of the standards of the target and optimization of index system. In the end, he deals withthe results of index, and digs out its potential, gives play to its value.
