Along with the knowledge economy's arrival, the various countries gradually realized that the education in the promoting economy development, the social progress as well as in the comprehensive national strength competition function was more and more important. The key to education is teacher, therefore, every country is actively seeking new ideas for reform to fully mobilize the enthusiasm of teachers and teachers to play the role, and the evaluation of teachers has become one of the research focuses.This paper discusses the problems of current performance appraisal system , and in-depth research on the root of the problem through a survey questionnaire collected teachers' raw data. On the basis of it formed a performance evaluation system. And construct a composite evaluation model for teachers evaluation and solve the problem of "assess what, how assessment " in the new era, new environment. Finally, puts forward the corresponding policy proposal through the real diagnosis analysis.First of all, the paper summarizes the evaluation of teachers at home and abroad of the status quotations, in comparative analysis on the basis, the current teacher evaluation study in our country is still at the initial stage, no special system, therefore, a research in this area is an urgent need.Second, the paper according to Maslow's theory of demand analyzes the demand of teachers, and knows the incentive measures focus clearly. Meanwhile, summarize the performance and the reason which the present teacher breaks a promise. And on this basis adopted based on asymmetric information, Game external and Economic Analysis of the teacher's behavior choices made in-depth study. For the University to take effective measures to provide a basis for incentive.Again, based on the evaluation index system of principles ,methods and the questionnaire survey. The collection and collation massive primary data, have carried on the statistical analysis, based on it established the performance Evaluation system. Through incentive-type evaluation and development of the model, and compare the current situation of appraisal. In this paper, a composite evaluation model for teachers to conduct a comprehensive evaluation. The established of index system and the composite evaluation model in this paper are the point and the focus of innovation.Finally, the established index system and evaluation model have been used in the actual achievements appraisal, have proved the index system was a scientific, reasonable and effective conclusion. And put forward the corresponding policy proposal to the universities superintendents on the basis of the real diagnosis analysis.
