As the reform of university enrollment systems is developing in greater depth, the rights of independent recruitment of students for the colleges are increasing, and also the students have more school choice rights. However, the competion of the recruitment of students market is becoming fiercer, and the students still don't know how to choose the proper college for enrollment. Considering the problems which occur in the process of the reform of university enrollment systems, based on some researches of occupational choice behavior, this paper will focus on the inner-system of college choice behavior of the high school graduates from the following relative aspects:college choice decision-making value orientation, college choice decision-making self-efficacy, studentds satisfaction with their choice.Based on some relative researches and baseline survey, pre-testing, factor analysis, reliability and validity analysis, "the scale of college choice decision-making value orientation for the high school graduates" and "the scale of college choice decision-making self-efficacy for the high school graduates" were formed, and "high-school gruduates'college choice behavior questionnaire" was made basing on the two scales. The questionnaires have been sent to the undergraduate of the sample college to collecet data, then variance analysis, correlation analysis, and path analysis have been done about the data, and at last a prediction control model of college choice decision-making have been structured.Three conclusions have been made as following:First, college choice decision-making value orientation of high school gruduates includes both of individual value orientation and social value orientation, and college choice decision-making self-efficacy includes self evaluation, information collection, target selection and problem solving. The structural stability of "the scale of college choice decision-making value orientation for the high school graduates" and "the scale of college choice decision-making self-efficacy for the high school graduates" is stable, and they have a certain level of reliability and validity. Second, high school gruduates pay more attention to social value orientation than individual value orientation when they made choice decision; in term of college choice decision-making self-efficacy, confidence in the ability of self-evaluation is relatively low. Third, college choice decision-making value orientation and students'satisfaction with their choice are moderate significant correlation, college choice decision-making self-efficacy and studentds'satisfaction with their choice are significant correlation, and the prediction control model of college choice decision-making has a certain degree of explanatory power. Some suggestion on the problems concerning the students, college and consulting service agency has been given basing on these conclusions. For students, recommend appropriate adjustments to the considerations of school choice, improve their confidence in the ability of self-evaluation, so as to choose the right college and discipline properly. For higher education institutions, further improve the various aspects of admissions work so as to seize the high ground in recruiting students market. For the high schools and students'parents, to conduct career value education, mental health education and career planning education and to help them plan their career. For consulting service agency, to develop high-availability consulting tools basing the thoughts of this paper, so as to offer better service to students.
