Although the Occupational Moral Code of Primary and Secondary Teachers of China has been adapted several times, it is still not effective. This paper is going to contribute some meaningful idea for the reconstruction of this code through the analysis of the Code of Ethics of the Education Profession of the National Education Association of America.NEA Code has been adapted by the association 6 times since it was adopted in 1929. The paper divides this process into four stages and will review them firstly. After that, the characteristics of the Code will be revealed by contrasting the Code with the others. Also the reason of the development of the Code is explored to form the rational base of code development. Finally, the paper is going to give some advice on reconstruction of Teachers'Moral Code of our country.By historical examination, the paper finds out NEA Code shows some trends during development. Replace the other codes existed in the profession with one ethical code. Transfer its attention from code content and form to its execution. Rules which are concerned with teachers' broad duties have been adapted to confine their specified-professional duties. Use moral bans instead of moral instructions to define teachers'responsibilities.Based on comparison and literature analysis, the paper finds out NEA Code is Profession-oriented. According to the principles of respecting professional autonomy and professional-orientation, the code is developed by teachers professional organization and adopted by teachers Representative Assembly. It is proposed to reflect educational practice and teachers' practical request. It respects practitioners'freedom by applying moral bans and laying out rules only on their responsibilities to students and the profession. In order to realize self-discipline, the Association and the Committee on Professional Ethics have formulated arrays of rules according to due process. What's more, the Code is based on the true needs of education profession and the culture of America which made it be mature in content and form as well as been simulated by many other codes.To escape from the current dilemma, the paper holds the view that we shall learn from NEA's experience in the reconstruction of our Teachers' Moral Code from the necessity of the building of education profession. The possible ways may be following. First of all, consummate teachers professional organization and encourage it exert autonomy. Broaden the applying scope of the code to make it be the moral code reflecting teaching practice instead of administrating rules. In the mean while, the code should possess three functions which include inspiration, instruction and restriction and be carried out in everyday practice through propaganda, education, observation and punishment.
