As we all know, teachers ’professional ethics issue has been a hot issue in today’s more concerned about education, teachers’ professional ethics and norms or not, is not only about the development of a national ethics construction, but also act as a constraint educators conduct educational yardstick, even one of the important factors of professional ethics of teachers to be promoted.In this paper, to the evolution of the National Education Association "Education Professional ethics" as a starting point the wording of thesis on the "norms" of "Start to improve the" transformation process of a brief history of combing and explore its historical evolution and analyze the previous weight factors whole and revision "of teachers ’professional ethics", and then analyzes the "teachers’ professional ethics" in constant change and the reasons; secondly, implementation and analysis of the characteristics of a mature set of "canonical" to form a rational experience foundation; Thirdly, some US real teaching cases to prove the US "norm" effectiveness and as a reference; Finally, from the current predicament of moral construction, put forward a number of proposed changes.By comparing the research and literature analysis, the US "standard" is a set of professional standard of moral and ethical standards specifications. Thus, the "norms" of the revision process and the implementation of it to reach maturity and are mature in many countries for a certain significance and theoretical value in normative ethics building, but for our country Morality is no exception.
