The effect of China’s primary and middle school teachers’ occupation morality, after several revisions, is not just as one wishes. Avoiding many other reasons, this paper, only from the thoughts of educational ethics perspective, examines American NEA standards historical evolution process, with a view to China’s Morality Reconstruction from thoughts of educational ethics perspective, to provide beneficial inspiration.Code of Ethics of the Education Profession of NEA, from1929to1975, promulgated the final molding, has undergone many revisions. Firstly. This paper, from the angle of history, is divided into3stages of backtracking NEA criterion in its formulation prepared at the beginning, revision process and the development of forming its main content changes; then, this paper analyses the main feature of NEA standard professional ethics in education, and then reveals these features contained in ethics, and the ethics of historical roots were analyzed, in order to form the ethics enlightenment rational basis; finally, with a view to China’s Morality Reconstruction in terms of ethics to be beneficial enlightenment.History shows that American NEA standards is affected by a number of educational ethics thoughts in the evolution process in varying degrees:from its formulation prepared at the beginning of the revision process, and then to the final formulation molding, and to some extent by Puritan Ethics, such as enlightenment ethics, ethics of Transcendentalism, pragmatism values and other ethical thought effect; especially the Puritan Ethics has been accompanied by NEA criterion ethics evolved from beginning to end.Comparative study and literature analysis show that NEA standards is a set of independent characteristics of the ethical guidelines, because of the individualist ethical thought influence; NEA criterion is also a highly religious and ethical color code of ethics, because of the Puritan Ethics influence; in addition, the NEA criterion is a set of practicality characteristics of ethical guidelines, because of pragmatism ethics thought influence.The criterion of NEA’s thoughts of educational ethics in history at the same time, the times feature proposed the gradation requirements; the hasten same sex consciousness also some of its ethics thought to transcendent appeal.Thoughts of Code of the Education Profession Ethics of NEA, to give us such enlightenment:firstly, we should strive to grasp the balance between right and responsibility relationship from the principle of justice in individualism; secondly, we should pay more attention to virtue ethics and normative ethics the unity of effectiveness to play in the pragmatism philosophy; finally, we should strengthen the traditional core values change and remodelingin the inheritance of the traditional culture respect.
