Teaching ethics is called the teachers’professional moral in China, and called teachers’professional ethics in foreign. The National Education Association is the largest teachers’union in America, and it is also the representative of the oldest professional orientation of teachers’union in history. The NEA Code of Ethics is created in1929by NEA. After seven times adjustment and revised, it is finalized in1975and still used today. As a relatively mature educational code of ethics, It is an example to follow for education department and the teachers’union in many countries and districts. In view of China’s Primary and Middle School Teachers’Professional Ethics is encountered difficulties in reality, its effect is not satisfactory although through several adjustment, this research attempts to explore the way to solve the problem by comparative perspective under the trend of teachers’professional development.This thesis consists of six main parts. The first part is the introduction and summary of the value orientation of teacher ethics. The second part is the analysis of the expectations for teachers’professional ethics of American society. Its specific contents include teachers’moral quality requirements of American society and the ethical expectations of the three pairs of relations of the NEA in the field of education. The third part is the analysis of the forming process of The NEA Code of Ethics. The forming process is mainly divided into four stages include start-up,formation,development and maturity. There are also detailed analyses of the various stages include the background, procedures and the main results. The fourth part analyzes the specific changes in the forming process and its reason. The fifth part is the analysis of the text structure and text features of the current edition (1975),in order to find out the reason why it can be used37years and still maintain its vitality. The sixth part is the analysis of the implementation effect. The last part is mainly about the comparison and the enlightenment. In this part there are some beneficial enlightenment for the construction of the teachers’ professional ethics for China through the comparison between the two countries.Generally speaking,through the comparative analysis on the historical origin,value orientation,text interpretation and implementation effect of the NEA Code of Ethics,this study attempts to explore the possibility of China to learn the experience of the United States in order to provide new ideas for the development of the teachers’professional ethics of China.
