As a scholar of the society, a think tanks of knowledge society, a innovation sources of scientific and technological,University living in the center of social development,bearer of knowledge production, the development of technology, service to the community's sacred mission. First-class country need first-class higher education; class city need first-class universities; class enterprises need first-rate talent.Therefore, in the new situation with the development of knowledge-based economy, circular economy and building a harmonious society,actively and steadily develop higher education,university attaches great importance to training of qualified personnel,walk the road of brand strategy development, to enhance the degree of the University's contribution to society, enhancement of the University of soft power should be given great attention.In this paper, the formation of the soft power theory as the basis for the study of China's universities, the University of soft power is divided into internal and external factors; Method of analysis through the use of DEMATEL 15 internal and external factors, including the main factors:the identification of the University of brands, capital, cohesion, innovation, and school characteristics.In the quantitative analysis based on the formation of the University of soft power to conduct a comprehensive system of discourse; Finally, the University of soft power to enhance my way to the 5 sides, the development of China's universities provide a reference.
