Compared with Web1.0, Web2.0 is a term for a class of new Internet applications, which is an external applications from the core to the revolution. Web2.0 has free, open, decentralized, aggregation, interactive features, so it deeply favored by college students. They not only use it for entertainment, but also use social software to build up their learning and communication platform. With the platform, they can share their income and complete the exchange and communication with others better, so they can engender some collision of ideas which promotes their own professional growth, provides a good opportunity for the informal learning and forms an effective supplement for the classroom teaching and t students'personality development.How to set up PLE (Personal Learning Environment) with Web2.0 is the focus of this paper. Based on the basic theory of PLE, we explore the elements of PLE and the mechanism of learning under the environment of Web2.0. Then, we study the formation and occurrence mechanism of personal learning based on the research of distributed cognition theory, constructivist theory, human learning theory and Web2.0 basic theory, which can provide strong support and good security for constructing the PLE with Web2.0.Secondly ,we know the learning status and situation of students of Xuchang University under the Web2.0 environment through the combination way of both questionnaire and interview. The survey finds out more than 70% of the students don't know the services provided by Web2.0 in detail, so they poorly use network to develop self-learning. To tap the reasons, we analyze the learning characteristics of students of Xuchang University. The results show that there are many reasons, which reflects in the students themselves, teachers learning environment and geographical areas so on.Thirdly, based on the learning characteristics of students of Xuchang University, we construct the effective learning model of students under the Web2.0 environment from three levels (the concept of factors, technical factors, the time factor), two latitudes (teachers and learners) and one combination points (interests and motivation). The designed model grasp the student-centered principle, the interests and motivation principle, students self-control and teachers guiding principle, tool choice principle and the principle of multi-directional interaction. It objectively reflects the learning process of students under the Web2.0 environment and can provide the guidance for students learning with Web2.0. To verify the model's applicability, we investigate students of Xuchang University. The survey shows that the model has a good applicability in Xuchang University and has a good guidance for students practice.Finally, we put forward faults to the study and the future areas.
