In the digital media environment, new cognitive tools expert profound influence on teaching content, instrument, tactic and means, and the way students learn has undergone tremendous changes. Recently, with the domain of educational game becoming increasingly hot, the view of edutainment has been given new life. Researchers and developers hope that this may combine the education and game, in order to "play in learning" or "do in learning" for learner, then they will get ready to study effectively. However, in practice, researchers find it difficult to get the balance between "education" and "game", knowledge and game content being entirely separate.Poor gameplay of educational games makes players' interest difficult to be sustained, and the attraction is far behind other business games. In other words, the motivation factor cannot play a role in educational games, and hence it's hard to achieve a win-win situation. On the other hand, a lot of educational games which lack suitable learning theories are usually developed with commercial game engine. Moreover, because of the systematicity of learning theories, they will lose their original effectiveness when some key elements are isolated and integrated into games. In response to the situations above, it is necessary to introduce an appropriate learning theory and a proper type of game as the educational framework, in order to design a new educational game mode.Firstly, through testing some kinds of adventure games and reviewing related literature, it summarizes the important elements and characteristics of AVG, classifies puzzles/problems in game, and analyzes its advantages and shortcomings of the learning environment. Secondly, there's a strong resemblance between CLEs and AVG, so research framework can be set up by connecting "CLEs" and "AVG". It develops a model of learning-based adventure game under CLEs, and gives a detailed analysis from various angles such as preliminary analysis, key module design, game elements design, game development, testing and modification.According to the model above, game "New IT teacher expert" has been designed and developed by e-adventure software, with the content of what can improve teachers, information literacy and skills. For further details, it described the preliminary analysis of the game, case design and related technical points, etc. As to the form, the game is regarded as the "environment" instead of a "tool"; as to user group, "adults" rather than "children" are targeted; as to the content, "skills training" rather than "academic knowledge" is chosen; as to its development, the "education game engine" rather than "commercial engine" is selected. This paper develops new ideas and directions of educational games for future researchers, and provides new tools and examples, which yield certain theoretical value and practical significance.
