At present study on educational games home and abroad has varied in harvesting success while serious problems are yet inevitable for i.e., in some products of educational games education is epidemicly at variance with game itself which radically reflects conceptual and designable warp in educational games. Many education experts, concerning about the educational value of games, always regard games as teaching media. Under the influence of such thinking, some designers one-sidedly regard games as tools for knowledge transfer. While for the lack of reasonable and feasible guidance in design models and strategies, they can only imaginatively take the game elements and knowledge graft together. In order to achieve the perfect integration of education and games, educational games should be studied as learning environment. And the methodology of game design can be taken into account in the design of learning environment.The effect, players can take initiatively into participation in games and immerse in it, is educators desire to achieve in learning process. Advocates of educational games not only hope that students can learn effectively, but also hope that learning will as light-hearted as play, will give birth to students' active participation and immersion, and the students will love learning as they love the game. Therefore, a well-designed educational game should achieve an effective learning environment in which the learning process can stimulate individual's motivation to learn and with a sense of immersion that learners can take up learning actively.When thinking about how to reflect learning motivation, show flow experience and prove the effectiveness of learning environment in the process of designing educational games, the close relationship between educational games and motivation theory, flow experience(immersion experience) theory, effective learning environment were discovered through consulting a number of relevant materials both at home and abroad. It's inevitable to produce flow experience while being immersing in an effective learning environment. And it's nature to stimulate learning motivation in the circumstances of flow experience. A well-designed educational game itself can become an effective learning environment. Therefore, the educational games can be regarded as game based learning environments to design. To create an effective learning environment as orientation, we can try to use the methods and techniques of game design to express the prerequisites of effective learning environment, so as to stimulate learners' flow experience and learning motivation, and eventually realize the perfect fusion of education effect and game effect.Thus, an EFM model for educational game design were constructed and some design strategies and a design process were propound based on the model. Besides, "Hope Summer", for middle school students, with the content of "Law on Protection of Minors", has been designed and development as a case to detail the production process of an educational game based on the EFM model. Finally, the application effects of the case were investigated and analyzed, in order to check and improve the rationality and validity of the EFM model.
