The professionalism of the university management staff is an inevitable result of the social division and career development and is to meet the needs of the construction of high-quality management staff. It is an objective requirement to raise the scientific level of university management. The construction of the professional university management staff, can not only help improve the quality of university management staff, realize the university tenet and educational benefits, but also can help promote the cause of China's higher education and education internationalization.The great development of China's socialist market economy has created perfect material conditions for the prosperity of education, science and culture. In recent years, the social background that higher educations are closely related to society and enterprises has put forward a current direction of college education, that is, to foster talents who meet the social demands. Thus, a group of social staff who are masters of management technology and can concentrate on management are needed in the university management so as to alleviate the phenomenon existing in colleges that leaders take too many missions and to provide dynamic support for better development of education and for the education better conversing into the practical productive forces. The present paper analyzes the connotation and realization conditions of professionalism and the professionalism of university management teams, that is, the constructions of a professional university management team require certain social status, the scale of occupational groups, the notions in accord with professional ethics and advanced professional spirit, call for the formation of the socialist-value-centered value which is to serve the teachers and students in university. The division of the university management from the general management and that the university management forms an independent occupation are inevitable results of social division. The construction of university management professional team can really improve the level of university management.The present paper outlines the development of the modes of the party and government cadres since the founding of China, which can mainly be divided into three phases:the construction mode of party and government in the planned economy period-the construction mode of the cadre of the four modernizations in the reform and opening period-the research mode of the educators in the social market economy period. This paper gives a detailed analysis of the characteristics and construction priorities showed in the development phases of management teams, and it provides a theoretical basis and reference for the construction of the professional university management teams.Based on the summary of the current situation of university management team in our country, the present paper analyzes the non-professional phenomenon existing in the university management teams such as the existence of team positions tendency, the low-quality and the phenomena of leaders taking up too many missions in the three concepts of connotation-system-culture, and it puts forward the realization paths of the professionalism of university management teams. The paper mainly studies and explores in the following aspects, the access to vocational qualification certificate system, management cadre appointment system, acquirement of the training methods of comprehensive development, the following of the "efficiency and equity" salary distribution, the inherit of the assessment and promotion criteria of "morality, ability, diligence and achievements ", innovative professional appraisal standards and training modes, the formation of an independent professional social status, stable and advanced career culture, and so on.
