Recently, with the development of the massification of higher education, the equal educational access in higher education has become a hot topic in society and aroused people's wide concern. With the aid of different theories in Educational Economics, Educational Sociology, Educational Philosophy and Public Management, the research takes the admission and enrollment of National College Entrance Examination (NCEE) as a cut-in point to analyze the enrollment fairness of NCEE in China, especially in Guangdong, and propose some solutions to the problems existing.By means of multidiscipline research, literature review, comparative study and case study, the paper analyzes relevant reasons and proposes some suggestions to study the influences on the university enrollment in terms of policy background, social class, the rural-urban balance and regional coverage. On the basis of score-added policy, university's independent enrollment, tuition policy, regional enrollment, rural-urban difference and regional difference, the research is intended to study the case of enrollment policy of Guangdong NCEE and the unfair enrollment in the process of Guangdong higher education massification. Furthermore, in order to improve the enrollment policy and lay a solid foundation for an equal educational access of higher education, the paper also explores the subjective reasons for the unsound educational system and enrollment policy, and the objective reasons concerning Chinese economy, culture, history and geography.With the goal realization of Guangdong higher education massification, it is imperative for us to enhance the enrollment equality through policy adjustment and system innovation. The paper states five strategies to strengthen the equal access of higher education:——To be aware of the notion of educational equality. Scientific, efficient and impartial score-added policy is essential to reach fair educational access. Explicit rigidity index should be reliable to guide the project and criteria.——To perfect the enrollment policies and measures. The purpose of such implementation aims at an independent enrollment under the principle of national setting paper and university's enrolling students, with students taking NCEE first and then the examination given by university. The number and frequency of enrollment in higher education should be increased, with one more examination time set in spring. Moreover, the subject test is to change into academic proficiency test so as to give students an all-rounded evaluation. Finally, students'finance supporting system ought to be improved to fulfill the responsibility of public policy compensation in higher education. ——To achieve a balanced educational development at different regions. It is of significance to have such a balanced system of educational resources allocation between different areas and universities in the province on the basis of gradient distribution。——To expedite a two-way selection and enrollment system in line with students'application, and provide more contact between student applicants and the university. It aims at altering the educational inequality caused by students'family background and disadvantageous finance in the current situation of tuition policy.——To establish a legislation system and clarify the legal responsibility. Namely, the actions are believed to perfect the defect of enrollment policy and crack down the enrollment corruption.In this paper, the discussion and expectation to the equal educational access in higher education come to the end. The author puts forward 3 discussions and reflections: 1. The notion of educational fairness should change and develop with time; 2. The origin of equal enrollment pursued is closely related to the integration of individual and group fairness; 3. The fair enrollment system should be introduced to improve the situation that prior enrollment is given for urban applicants in terms of urban-rural dichotomy. In sum, a fair admission and enrollment in higher education can be achieved with the help of the core value of peace, sensibility, respect for humanity, moral and law.
