The Research On The Technology Of Compiling Contingency Plan Of Emergencies Of Macro Sport Events And Its Application

In today's society, macro sports events have a high social value. It plays an irreplaceable role in the social development and progress. But the positive effects are based on many factors. Safety is a prerequisite for successfully hosting a event. Event safety plays a very important role in optimizing the positive benefits of the events.For realization of the event security, to deal with emergency of macro sport events is one of the most important works on sport event management. It is particularly significant to draw up contingency plan of emergencies of macro sport events. Not only can the contingency plan prevent significant disastrous in macro sports events, but also once emergencies happen, it provides a platform and basis for handling the emergencies accurately. It can guide emergency personnel in their daily training and simulation exercise, ensure that all the emergency resources are in a good condition of readiness, facilitate the detection of own laws of emergency, as well as the handling inner mechanism. So we can make the contingency plan better and more reasonable, and improve our ability to deal with emergencies.This paper aims at the actual situation that the technical method and means on compiling the contingency plan of emergencies of macro sport events is so weak, and consists of three levels to discuss this question deeply. The first level analyzes the types, characters and influence factors of the emergencies of macro sport events comprehensively. It can be divided into two types, external and internal. The characters have objective, uncertain, social and variable. The influence factors have environment, event itself, safety personnel, spectator and other factors. The second level studies primarily on the compiling technology of the contingency plan of macro sport events, and proposes four establishment basic principles, such as improving a system and four basis element, such as plan paradigm, constructs four compiling process, such as setting up compiling group and make up four step for training. According to the demand of dealing with emergencies of macro sport events held in Hunan province, the third level applies above results, and preliminary designs overall contingency rescue plan of emergencies of macro sport events held in Hunan, and specific contingency rescue plan about violence on football field and major fire accident. The three levels prove that the compiling technology of contingency plan of emergency of macro sport events, which is the result of this paper, is scientific and applicable. The results can be a reference for compiling contingency plan of emergency of macro sport events in China at this stage.
