Colleges are emergency vulnerable areas,college students are the major parties in many emergencies,counselors are always at the forefront of emergency disposal.According to statistics,nowadays there are more than 0.13 million full-time political counsellors and more than0.05 million part-time counsellors all over the country.This huge team as a grass-roots has responsibility and critical power for maintaining security and stability.The handling and response ability of emergencies should be important parts which builds up counsellors' ability structure.But for the moment,emergency response capacity of the counsellors in China is still at the experience level.The key to this phenomenon is relevant concept proposed short and lack of strong theoretical guidance.The essence of this phenomenon was due to the emergency ability research is fragmented and not yet completed a significant set of research system.Therefore,the full summary of the research results and explore strategies of enhancing the emergency response capacity of instructors have great theoretical and practical significance on implementing the spirit of the national ideological and political work Conference,maintaining stability and the harmonious development of the whole society.The article consists of six chapters.The first chapter is a prolegomena,introduction background and significance,the research thought and methods,summarizes literature review and that research priorities and possible innovations.The second chapter is an overview of the related content and function.Main defining emergencies,university students' emergencies,emergency response capacity and the emergency response capacity of the instructors.Analyze the causes of emergencies in universities and the Counselor's roles.The third chapter is the difficulty and innovation,build a model for counselors' s emergencycapacity evaluation,using expert marks,AHP calculated the value of the weight of each index,and through the consistency examination.The fourth chapter is to analyze the situation of the emergency response capacity of the instructors.By using positive analysis,fully summarizes the existing research and field research on the basis of three colleges and universities,further analize the cause of the phenomenon.The fifth chapter is the focus of research,combining reality and on the basis of full summary of the present studies and survey results,then propose measures to enhance the emergency response capacity of instructors.The sixth chapter is conclusion and prospect.This article contains the following conclusions.First,build a model for counselors' s emergency capacity evaluation,which includes 4 level indicators and 18 secondary indexes.The indicators relating to emergency management theory,counselors' occupational competency standards and develop new carrier of ideological and political education,which can be applied to college conducting evaluation of counselors' s relevant abilities.Second,obtained the comprehensive evaluation results of instructor's emergency response capacity.Includes:(1)instructors' ability to predict in advance,in the matter of emergency disposal capacity,after the restoration of competency assessment results for medium,and the network propaganda ability assessment results for the pass.(2)Four level evaluation results sorted for disposal in the strongest,followed by the ability to predict in advance,after recovery,and network propaganda ability is the worst.(3)The comprehensive evaluation of the three surveyed colleges is intermediate.Third,proposed several measures to enhance the emergency response capacity of instructors.(1)By strengthening risk information analysis capabilities and the ability of helping students with potential problems to enhance ability to foresee in advance.(2)Through the development of analytical skills and the quick response ability to boost disposal capacity.(3)Through strengthen psychological counseling capacity and improve emergency response capabilities to enhance resiliency.(4)By strengthening the public opinion guidingcapability of the network and internet information security management capabilities to enhance web promotion.The focus and innovations of this research are mainly in the construction of counselors' emergency capacity evaluation model and the reality of instructors' emergency response capacity.First of all,through accessing large number of references at home and abroad,visiting experts and scholars,listening to the opinions and recommendations from directors of student work,the student work department,security departments,logistics department,publicity departments to instructors.Then selected scientific and rational evaluation index,includes four level indicators and eighteen secondary indexes.Second,using AHP calculating the weight and through consistency checking,an evaluation model is constructed which has great theoretical and practical value.At last,in order to test the scientific value of evaluation model and investigate the present situation of instructors' emergency response capacity,then designed scoring tables,choosed three representative colleges as samples to survey and analysis,drawed the actual situation of instructors' emergency response capacity and proposed solutions.
