The construction of teacher staffs is the eternal subject of the development of regular universities, especially in today's knowledge-based society, the science and education development strategy puts forward higher requirements for the university teachers. Since the reform and openness to the outside world, the regular college teachers in Inner Mongolia, has made great progress, but still haven't met the ideal requirements, therefore, optimizing the structure of regular college teachers, strengthen the building of teacher staffs is the objective requirements of the times.In this paper, taking the structure of teacher staffs in regular colleges of Inner Mongolia as the research object, combining the literature, comparison and statistical analysis method, it systematically studies the structure of the regular college teachers in Inner Mongolia.This paper has collected a large number of data about the teacher staffs of the regular college in Inner Mongolia Autonomous Region from 1978 to 2007, combining with the China Education Statistical Yearbook and other statistical data related to analyze the development of the college teachers in Inner Mongolia from 1978 to 1985, 1986 to 1992, 1993 to 1998 and 1999 to 2007 years. Based on this analysis, it analyzes the development of the college teaching staffs through the following five aspects: the college teaching staffs'title structure, sex ratio structure, the number of teachers teaching Mongolian, age structure and educational structure. Through a detailed analysis above it was found that the college and university teaching staffs in Inner Mongolia has expanded rapidly and teacher staffs'structure has been improved, the efficiency of training talents increased significantly. But with the change and development there still exist some problems such as: the relatively low proportion between highly educated and professional titles; the low proportion of the teachers teaching Mongolian, the high proportion of young teachers and so on. Finally it points out the optimization measures of the structure of teachers: first of all, we need to improve the treatment of teachers and curb the outflow of teachers to guarantee the number of teachers fundamentally; Secondly, we must improve the mechanism of competition, including continuing to improve jobs in a fair competition mechanism and improve the Teachers reward system during the appointment process; again, we must strengthen developing the teacher staffs, including adjusting the structure of teachers comprehensively and training the scientific leaders, improving the young teachers'knowledge and teaching ability; Fourth, to perfect the structure of the ethnic minority teachers and improving the quantity and quality of the minority teachers; Fifth, to improve the structure of legality, including strengthening the structure of teachers'legality, implementing the teachers'qualification system fully and ruling the teachers'professional ethics.The main purpose of this study is to clarify if the structure of the regular University teachers in Inner Mongolia reasonable or not and then proposing some appropriate measures in order to enhance the development level of the regular college teachers in Inner Mongolia Autonomous Region and to offer some references of promoting the development of higher education in Inner Mongolia.
