Compulsory education plays an important role in the whole national education. It is called quasi-public goods in economy, and should be provided by government and the market. In china, as in many other countries, compulsory education is mainly provided by government. This paper is about public expenditure on compulsory education.The efficiency and effectiveness of public expenditure has long been doubted, for the existence of principal-agent in government operation. However, the government rebuilt campaign and government performance measurement and evaluation in western countries has brought hopeful light to those who wish to improve efficiency and effectiveness of public expenditure. Later, more progress has been made in theories, such as"principal-agent theory","buy service"theory,"serve customers"theory,"result aimed management"theory and"three E"theory, and this helped more countries carry out performance measurement and evaluation in practice. Now, performance measurement and evaluation is seen as an important tool in supervision of public expenditure and an indispensable way to achieve public finance in china. After introduce the related theories, this paper presents the practice of performance measurement and evaluation in compulsory education in china, and analyses the limitations. Thereafter, the paper tries to build performance measurement and evaluation system in china, which includes law system, organization, main body and their obligation, process, and evaluation indicator. The design of evaluation indicator is a very important work in performance measurement and evaluation and is attached great importance in this paper. The author first analyses the objective of compulsory education and the supervision of public expenditure, then induces the aim of evaluation is to improve the allocation of public expenditure, and also the effectiveness and efficiency, finally selects the appropriate indicators under the guide of those aims. The last part of the paper is demonstration. The author takes the whole china as an example to see the evaluation results and put forward advices.
