In 21st century,the international is competition comprehensive.And the human resouse has exactly become the key factor to a country's comprehensive strength. China has more than 800 million farmers in vast rural areas.So the quality of rural compulsory education has a direct impact on the overall quality of the Chinese nation and international competitiveness。In the face of education in developing countries, local governments, who have managed the most specific and most complex social affairs, will lead to the success of education and the effectiveness of fiscal spending by enhancing the performance of financial expenditure for compulsory education. Therefore, this paper assesses the performance of compulsory educational finance from a theoretical, historical and empirical perspective.And this paper initially builds a scientific theory and practical model of compulsory educating performance evaluation system. This dissertation consists of five chapters in all as follows.The first chapter is about the theory on compulsory education.These theories are the theoretical basis for the full text. First of all, this chapter discusses the public goods attributes of compulsory education and the need for Government to handle the supply of compulsory education. At the same time, this chapter pointed out that government intervention in the supply of compulsory education does not mean the government must directly produce compulsory education.Under the guidance of performance management theories, the supply and production of compulsory education will be separated effectively.And the introduction of public agency and marketing mechanism will greatly enhance the performance of the compulsory educational expenditure.Chapter II first reviews to the performance assession of compulsory education in developed countries. And then this chapter makes a summing up historical experiences on the basis of their developing process and notes that the reference to of Chinese compulsory education performance assessment. Based on the analysis of the existing assessment models and related indicators system, Chapter III discusses the financial expenditure for compulsory education model and finally builds a performance evaluation index system through Screening. Based on the expenditure data for typical rural areas, chapter four conducts an objective empirical analysis by the use of Analytic Hierarchy Process, Principal Component Analysis and Data Envelopment Analysis.Chapter five notes that the optimization of the financial expenditure for compulsory education performance can be devided into two major issues.The first one is specific performance evaluation.The other one is the optimization of performance management.And then this chapter discusses the corresponding routing and policy recommendations on how to improve the performance evaluation as well as how to achieve the performance of compulsory education in fiscal expenditure management.The three research results and fresh ideas in this dissertation can be displayed as the following:the first one is constructing a comprehensive set of theoretical systems for evaluating the financial expenditure performance of compulsory education; the second one is constructing an feasible index system and CIP model of evaluating the financial expenditure performance of compulsory education; the third one is making an empirical study of performance evaluation by the use of typical rural data and results in the policy recommendations to optimize the financial expenditure for rural compulsory education.
