The Seventeenth National Congress of the Communist Party of China put forward the new requirement:building a moderately prosperous society in all respects is a goal for the Party and the state to reach. The requirement includes that the modern system of national education will be further improved, a basic system for lifelong education will be in place, the educational attainment of the whole nation will rise to a much higher level, and the training of innovative personnel will be improved markedly. The improvement of people's literacy of science and technology is quite significant. It is the intellective guarantee for the general development of human being, the establishment of innovative country and the building of a moderately prosperous society in all respects.The students in normal college are the persons qualified to teach the person with ability in the future fundamental education. They undertake the important task. From this point of view, the development of normal college students' literacy of science and technology indicates the development of science and technology of our country in the future. It also decides the ability of sustainable development in our country. Therefore, the pertinent and effective training for the students in normal college and the improvement of their literacy of science and technology can not be neglected in higher normal students'education. However, study for the literacy of science and technology at home, especially the study for the social science of college students is limited, the study for the training of normal college students' literacy of science and technology even less. This paper is based on this background.This paper starts with the consulting of reference and integrative analysis of actuality and structure of the literacy of science and technology of present college students. A study is made to analyze the students in normal college—as an absolute unit of undergraduate—should have the common literacy of science and technology. Combined with the working experience and some structural interview, this paper analyzes and abstracts the characteristics, social status and effect resulting from these to the connotation of literacy of science and technology for present students of normal college. From the statistic analysis on the relative dates, this paper will open out the connotation, structure and characteristics of literacy of science and technology of normal college students, and will look into the limitation in science and technology education for them, and will also put forward the feasible advice for their training method. It will promote the teaching staff in higher normal college to pay more attention to the training of literacy of science and technology when they have the professional education. This will also make a reference for the educational study of normal college students and the reformation of higher normal college education. In practical teaching, it will further improve the education for all-around development of normal college students, reserving excellent teaching staff, bringing up more qualified talents to speed up the modernization of our country.
