Primary education is an important part of elementary education; it relates to a person's life growth. The main factor that influents primary education is the teacher staff, in recent years, the constitution of primary school teacher staff has made considerable achievements, teachers'qualifications are continuously improved, as well as the quality of individual teachers and capabilities. Entering the new century, the management of teachers increasingly becomes a new issue facing the school administrators, along with it, the management towards teachers'performance becomes an important link while building the teacher staff. Currently, a number of good practices are also summarized when conducting performance management in primary schools, but there still exist some problems considering the requirements of performance management. Enhancing the quality of primary school's performance management, the management towards teachers should be improved considering basic education's characteristics and requirements, basing on the performance-based management theory and practice. Taking the Nanjing First School as a study object, the article conducts a research in primary school teachers'performance management and offers an improvement program, in order to improve the level of the performance management.The full text is divided into seven chapters. ChapterⅠdescribes the background of the article, writing ideas, content and the researching methods. ChapterⅡmakes a brief view over the Nanjing First School's history, organizational structure and division of labor, educational philosophy, characteristics, the overall structure of the teacher staff, teaching facilities and management efficiency. Chapter III outlines the theory of performance management adopted in this article. Chapter IV taking the performance management conducted in the Shenyang Nanjing First School as an example, points out its achievements and shortcomings at this stage. Chapter V redesigns the performance management program. In the process of designing, the author focuses on improving the management process, clarifying the role of each link of performance management. The new program focuses on redesigning the performance evaluation, designing the assessment indicators from the four aspects of moral, diligence, ability and performance, using evaluation methods like 360°and KPI, etc. picking up students, competent director, colleagues and teachers as the main evaluation factors to evaluate teachers, balancing the importance among the main evaluating factors. The new program seeks to improve the management level of Nanjing First School through carrying out the program of performance management, thereby enhances the efficiency of educational management. Chapter VI brings forward the plan to ensure that the teacher performance management programs can be carried into execution successfully in the Nanjing First School. ChapterⅦ, makes a conclusion of this article.
