Late 20th century with the end of first industrial revolution based on the natural resource and second industrial revolution based on the capital resource, the tide of high-tech revolution across the world made our society step successfully into the third industrial revolution which was based on human resource——high-tech revolution. Its important indication is that breaking through traditional tech and industry and turning into high-tech research and development and focusing the competition on human resource from natural resource and capital resource world-wide. Human resource becomes the real "power source" for economic growth. United Nation Development and Planning (UNDP) indicated in its "Human Resource Development Report 1996"that three quarters gross national product of a country relied on human resource and the other quarter on capital resource. Competition between countries and areas is the one on technology and information, and in fact it is a competition on talent. Apparently, human resource has been playing a very important role in development and success of one country.For actual needs, this paper makes research on the human resource evaluation method, makes effort to reflect human resource value impersonally and exactly in order to optimize allocation of enterprise human resources; distribute income reasonably; realize fair assets exchange and recombination among enterprises.The contents of the paper as follow:Firstly, this paper introduce the background, research development home and abroad, the purpose and significance of this paper and the main method of research. Secondly, I introduce basic theory of human resource and the evaluation model of human resource value. Thirdly, based on the theory of human resource and the model designed by predecessors, I design models about human resource group value and individual value evaluation. The innovation of these models is the human resource exchange value denoted by pay plus the human resource surplus value denoted by contribution value to enterprise income is the complete human resource value, and designing human resource individual surplus value evaluation model based on competency, apply competency model into human resource evaluation models. The last part is numerical example, evaluating human resource value of enterprise EM applying the method designed before, and validating its feasibility.
