Basic education is a top priority in national education development, and also a way to maintain and develop national spirit and culture. This paper analyzes the content of basic education and its economic attributes, states the responsibility and obligation that the government should assume in developing basic education and the various ways the government should take to increase the financial funding in basic education. This paper adopts literature study and comparative study to conduct an in-depth analysis of government financial investment in basic education regarding its scale, structure, and efficiency. This paper concludes that the government's financial investment in basic education is insufficient in total, and low in relative amount and average amount, which can not meet the demand for basic education and the rapid development of economy and society. At the same time, there are too few public funds, regional disparities, unreasonable investors'responsibilities and liabilities, teacher-student-ratio imbalance, disproportion between school scale and development, etc, which all result in inefficient use of funds and waste in funding in basic education.This paper adopts average funding methodology. This paper aims at exploring a new pattern in government finance budget and allocation in basic education, which is based on the average funding a student needs. This new pattern can enhance the vertical and horizontal double cash flow in government financial funding in basic education. This dynamic new pattern also evaluates the scale, direction and efficiency of national financial funding in basic education. In addition, this paper also focuses on giving suggestions and recommendations on national financial funding in basic education to maintain a long-term development and high efficiency in basic education by increasing investment, optimizing the investment structure, increasing efficiency, establishing laws and regulations.
