Based on historical reasons and realistic considerations,the gap between the regi on's compulsory education and rural areas is difficult to eliminate in the short term an d further expansion.To get rural compulsory education out of resource shortages,it sh ould not rely on increased investment to increase the efficiency of resource use.Use t he resources of the compulsory education to divert from the rough to the binding.In r ural compulsory education,the efficiency of the country's rural compulsory education is based on the foundation and basis of a balanced development in rural rural areas.T he theory of compulsory education efficiency research in education economics promot es the development of rural compulsory educationSince the research of the efficiency in the investment in China's rural compulsory education is being developed,it is inevitable to witness some shortcomings.They are mainly categorized into the following two aspects.First,such funds take up the majority of the total investment and the rural areas still witness the most problems,however,relevant researches are usually neglected.Second,the quality of such researches is usually low.On one hand,the research scale is small.There is hardly ever any empirical study of the issues with cross-country samples;on the other hand,static calculation has always been the focus of those limited researches.There is a clear ignorance of dynamic study.This paper adopts the DEA method to evaluate the allocative efficiency of the compulsory educational funds for East China,Central China,West China regions and China's rural areas in 2005—2015.With the method of DEA-MLP,it decides on the importance of respective investment parameters and obtains reference frame in which the overall efficiency of investment can be promoted by changing the proportion of the allocated funds.This paper further assesses(newly-added)annual investment efficiency using the DEA-STRPAT model and tries to establish an integral model based on DEA to analyze and evaluate such investment in rural areas from different angles and in different dimensions.It aims at creating assessment standards for the utility of such funds,through which the situation can be improved and more scientific suggestions can be made as well.This paper has demonstrated the following innovative thoughts.First,it creates a DEA-based model for assessing allocative efficiency of funds for rural compulsory education.As per the characteristics of rural compulsory education—the more you invest,the better the outcome will be,this paper uses CCR computational principle to establish the model and analyze the data of 2005—2015 by province and by four regional divisions.Second,a model based on DEA-MLP to analyze the overall efficiency of the educational funds for rural compulsory education is generated.As per the selective feature in the DEA model,reasonable data is selected and analyzed using the MLP model in order to generate the efficiency model with which all the data of different provinces from different years can be assessed and an optimal solution can thus be chosen.The results obtained from the MLP model determine the importance of parameters and serve as essential reference frame for adjusting all kinds of investment factors that will improve the overall efficiency.Third,this paper creates a model based on DEA-STIRPAT for analyzing the efficiency of(newly-added)annual funds for rural compulsory education.As per the macro-investment data selection with DEA,this model bases on such important parameters as the number of in-school students,teaching quality,and teachers' quality and the like that are relevant to the efficiency of(newly-added)annual funds,and uses best-selected samples from the DEA-STIRPAT model to evaluate the efficiency of(newly-added)annual funds.Fourth,basing on regulated analysis and empirical study,this paper offers suggestions for policy-making.As per the results of empirical study and the basic facts in funding allocation in current rural compulsory education,it carefully compares the actual funding and analyzes the major issues in the allocation of the funding and the reasons underneath.This paper provides constructive suggestions that can help improve the utility of educational funds for rural compulsory education,encourage the integrated use of rural educational resources,optimize the structure of educational funding,and promote healthy,efficient,and coordinated development in China's rural compulsory education.
