Research On The Transformation Of The Funding Mechanism For Continuing Education In British Universities

The funding mechanism for continuing education in British universities is an important driving force for the development of continuing education in British universities.Since the 70 s of last century,the traditional funding mechanism of continuing education in British universities is affected by changes in government policies,inadequate funding and changes in market demand.Before entering the new century,there have been two major changes: the reform of the system of University Funding Committee and Higher Education Funding Council for England,The two changes successfully promoted the transformation of university continuing education in 1980 s.The establishment of the funding system has made a great contribution to the development of university continuing education.The purpose of this study is to study the funding mechanism of university continuing education in the United Kingdom.This paper probes into the development course of the funding mechanism for continuing education in British universities,focuses on the transformation of the funding mechanism of continuing education since 1980 s,analyzes the reasons for the transformation,and how the allocation mechanism changes before and after the transformation.What is the experience and deficiency of the allocation mechanism before and after the transformation?This study is mainly divided into five parts:The first part explains the reasons for choosing the topic and the purpose and significance of the research,sorts out the existing documents,defines the research ideas and methods,analyzes the theoretical and practical significance of the research,and defines the concepts related to the topics.The second part comprehensively reviews the formation of the allocation mechanism for responsible entities and the specific allocation factors,understands how changes in the existence of the Responsible Bodies allocation mechanism,and based on a comprehensive understanding of the allocation mechanism in order to make an accurate and objective evaluation.The third part revisits the future of university continuation education from the financial crisis and university funding policy changes,the new education debate,and the new professionalism evoked a change in the content of university's continuing education appropriations The reasons for the transformation of the funding mechanism for continuing education.The fourth part is the main content of this article,including the transition fund mechanism of the University Fund Committee and the funding mechanism of the Higher Education Fund Committee.It specifically introduces the funding sources,the funding principles,the funding contents,and the appropriation process of the post-transition university fund system.Finally,it briefly evaluated the funding mechanism after the transition.The fifth part is the enlightenment of the transformation mechanism of continuing education appropriation mechanism for China's higher continuing education appropriation mechanism.It mainly discusses the content of the first four parts.Based on the current situation of China's higher continuing education appropriation mechanism,it proposes to improve China's higher continuing education.The useful experience of the funding mechanism.
