Current world is in a era of developing technology and sharp talent inquiry.Our colleges shoulder the important mission of cultivating talents,doing scientific study and serving the community.One of the significant problems the colleges should face now is how to put people first,implement strategy to using talents to make university powerful and speed up the development of the group of high-standard teachers.However,how to assess the college teachers affects the development of the college and teachers.The college talent team is the cardinal reliable strength and intelligence barrier to achieve victory in the college competion.The effect of the team construction is directly connected to the accomplishment of the three strategic missions—'Developing the Country Through Science and Education','building up the strength of the country with talented people','constructing the innovation country'.The improvement of the core-competitiveness in the college,district and country is also acted by the construction effect.Whether to establish the scientific and rational evaluation system of the rank of the college teachers,or assess the teachers fairly and equitably will have a direct impact on the stability between teachers and their positive attitude,thereby affects the long-term development of the colleges.
