The Study On The Village Governance Mechanism Of Ore Areas In Northwest Of Liaoning

This study centers on the research subject as follow: the actuality and operation of village governance mechanism in northwest ore areas of Liaoning.Try to probe into ore areas village governance mechanism.There have accumulated a lot of discussion and research on village governance mechanism in academic areas,but many of them discussed rural areas governance, are there some characteristic in the areas that not only rural areas but also ore areas?it is the aim and the research question of this paper.In China,most dimensions areas are developed with the backing of cities. But at the beginning,or some small ore areas,the development are with the backing of rural areas, so the production and operation in ore areas are fused into one with rural social development,ore areas governance are composited,it has presented this characteristic in rural ore areas of northwest of Liaoning.Ore areas in northwest of Liaoning are less-developed rural areas,with the development of the ore industy in rural areas, benefit relationship is more complicated,more sensitive. Labour union was found in village,it participates in governance together with village party branch and villagers' committee.At the same time , farmers take on multiple roles.Gradually,the development patterns of"village party branch and villagers' committee + collectively-ownedenterprise + association"is formed. This study sums up the current situation of the mechanism in the northwest ore areas in Liaoning.Then gives a analysis on the role positioning of the town government,the village party branch and villagers' committee, labour union,profit organizations,villagers and non-governmental organizations at first. Secondly,sticks to the logic that governance by law,in accordance with public interest and ore areas villagers'actual demand.And then,sticks to the operation ways that interaction, democracy,clear rights and liabilities. In the end,summarize the research revelation.This study baseds its theory view on governance theory and good-governance theory,the mainline is the relationship in state,the market and the civil society.The framework of this study is the mechanism' internal structure and exterior operation.The train of thought is the actuality of ore areas governance,mechanism operation logic, operation ways,and revelation. The reserch takes Xiaopingfang village in ore areas in rural of Liaoning northwest as a case, to analyze and expound the mechanism. Proof that the village governance mechanism of multi-subject participation, interacting and consulting each other is the characteristics ,also,a proper choice. This academic study can enrich the research of village governance diversity, it also has practical meaning to the sustainable development of the northwest part of Liaoning and other ore areas in rural areas.
