The teachers' professional competence is the key elements of the teachers'professional development. The researches of the teachers'professional competence are propitious to enrich the theory of teachers' professional development, and helpful to promote the professional development of elementary and secondary school teachers. This study gave consideration to theoretical studies and practical studies, chose the elementary and secondary school teachers in Linfen as the participants, comprehensively used literature method, interviewing method and questionnaire method, constructed the theoretical structures of the elementary and secondary school teachers'professional competence, designed the professional competence scale of elementary and secondary school teachers, and investigated the present situation of the development of elementary and secondary school teachers' professional competence in Linfen. The results of this study can be concluded as follows:1. Constructed the structure of the elementary and secondary school teachers'professional competence, which including 5 aspects:basic competence, education competence, teaching ability, creativity and self-development ability.2. The professional competence scale of elementary and Secondary school teachers designed in this study had higher reliability and validity, conformed to the standard of surveying, and could be used as the research instrument of the teachers' professional competence.3. The overall development of elementary and secondary school teachers' professional competence in Linfen was better, but their creativity and self-development ability were relatively poor.4. There's certain effect of gender on the development of professional competence of elementary and secondary school teachers, but no significant difference existed.5. There's significant effect of teaching age on the development of professional competence of elementary and secondary school teachers. Concretely, the overall professional competence of teachers increased with the teaching age; teachers' basic competence, education competence and teaching ability reached the highest level at about 15 years teaching; teachers'creativity and self-development ability arrived at the highest level at about 10 years teaching. 6. There's certain effect of degree on the development of professional competence of elementary and secondary school teachers, and significant differences existed on creativity and self-development ability. In detail, teachers with Bachelor degree got the highest score on the overall professional competence; creativity and self-development ability increased as the degree raised. It suggested education experiences could significantly improve the teachers' development of higher level competence.7. There's certain effect of school type on the development of professional competence of elementary and secondary school teachers,and significant differences existed on self-development ability. High school teachers' self-development ability was higher than that of elementary school teachers.8. There's certain effect of school level on the development of professional competence of elementary and secondary school teachers, and significant differences existed on creativity and self-development ability. Rural school teachers' creativity and self-development ability was significant lower than that of municipal school teachers.
