The curriculum reform in the new century was started formally in June,2001, as Outline of Basic Education Curriculum Reform (trial edition) was issued. Along with the deepening of the new curriculum reform, enhancement of teacher's teaching ability has become an important issue faced by the education reform, especially in rural primary and secondary school, their teachers'teaching ability has become the bottleneck restricting the smooth progress of the new curriculum reform. School-based teaching and research is presented as an important strategy to promote curriculum reform experiment, it is also an effective tool to enhance teachers'teaching ability.The main parts of this study include the following sections:Firstly, through the survey, we find that present China's rural primary and secondary schools mainly have the following questions in implementing school-based teaching and research:Shortage of funds in rural primary and secondary schools, the irregularity of school-based teaching and research activities; the monotony and boredom of school-based teaching and research activities; the lack of professional guide for the developments of school-based teaching and research; teachers'lack of initiative to participate in school-based teaching and research; the lack of long-term stimulation in the evaluation of teaching and research activities.Secondly, through an in-depth comparative analysis of the existing school-based teaching and research models, the author finds out that the main five existing school-based teaching and research models are not quite suitable for rural schools and not conducive to rural primary and secondary teachers to improve their teaching abilities. Then factors influence the enhancement of teacher's teaching ability are explored. These factors mainly include teachers, their schools and the society.Finally, devising effective school-based teaching and research model for enhancing rural teachers'teaching ability---three-dimensional model of joint school-based teaching and research. This part specifically describes the objective, characteristics, organizational structure, implementation procedures, and security mechanism of the model, and explores its feasibility, a conclusion has been concluded:The three-dimensional model of joint school-based teaching and research can be applied to rural primary and secondary schools in our country, the model can effectively improve teachers'teaching ability.
