China has entered the "National Fitness Program" second stage of Phase II. The rapid rise of civil sports community, just create a platform for the building of multiple sports service system. Civil sports community can play a self-organization, self-service, self-management, self-entertainment, self-monitoring and other functions, allows multiple sports service system have a more substantial content, widen the channel of sports services for the mass effectively, to meet the different fitness needs of the masses, and promote harmonious socialist society .With the development and changes of the political, cultural and economic environment , in this period, various types of civil sports community build up spontaneously, the impact of them expand rapidly to the areas of life. So sports associations play an important role in the public fitness programs and sports reform. Unincorporated sports community as an important bearing platform to promote the development of mass sports play an important role. Explore the produce and development of the unincorporated sports community systematically, to make it toward the reasonable direction,for the promotion of the public toward the regular, universal, social, scientific, systematic, and the direction of diversification, both with theoretical significance, but also has practical application value. Through literature, interviews, field visits, mathematical statistics and logical analysis method to take China's grassroots sports organizations extant in the relative "Regulations Registration of Social Organizations" in terms of legal status of "illegal sports associations" - Football Association of Huilongguan owners as a case,concluding as follows:(1) Football Association of Huilongguan owners, as a spontaneous grass-roots sports organizations ,its features are: nongovernmental, amateurism, autonomous, and singularity of economic sources, independence, emotionality.(2) Football Association of Huilongguan owners is higher management organization, self-financing, democratic management higher, fans formed illegal sports associations spontaneously through the community network. Unincorporated sports community face the conflict between socialist legality and legal legitimation. This is a difficult problem to non-legal sports organizations.(3) The sources of Football Association of Huilongguan owners founding is relatively simple, most of them from the community, self-financing, government support accounts for a small part.(4) As the sports characteristics of Huilongguan Football Association, so participation in the age structure compared to other sports accounts the large proportion, the team is so young and dynamic that it can quickly adapt to the pace of the market economy. Management team has a high academic level, there are certain advantages in education. But the survey found that large-scale activities, which all Association members are free, voluntary, part-time to perform such work, and the lack of professional associations.(5) The financial system of Football Association of Huilongguan owners is imperfect and the lack of effective monitoring mechanisms; no fixed office space, lack of activity space...
