| In recent years,the social structure has undergone pluralistic fission,and the binary opposition of "state and society" has evolved into "one core pluralism".As the focus of sports governance sinks,the development trend of "governing society with society" allows social forces to assume more functions,and community sports governance has gradually formed a governance pattern of "leadership by the party committee,responsibility by the government,social coordination,and multigovernance".The hub-type sports social organization has the two-way identities of "government agent" and "social representative".As the governance body,it participates in community sports governance,"compensates" sports business,makes overall planning and optimization,and integrates community sports resources;it leads and manages community sports organizations.Feedback demands,provide professional guidance and services,accelerate the separation of government and society and clear up the relationship,further promote the integrity of the community sports governance system,it can also speed up the modernization of community sports governance.However,in the process of participating in governance,facing many difficulties and being shackled by many factors,the unique efficacy and value of the pivotal sports social organization have not been fully exerted.It is for the above reasons that I chose the literature statistics method and the paradigm analysis method,field observation,questionnaire survey,interview,selects the Shanghai Community Sports Association as a case,and sorts out the existing problems of the case around the specific content of the association’s participation in community sports governance practice.,get the motivation of the pivotal sports social organization to participate in the community sports governance,excavate the dilemma,put forward suggestions,and optimize the path.Some of the content and conclusions of my dissertation research are presented below:First,the hub-based sports social organizations should consolidate the foundation of organizational development and participate in community sports governance in accordance with the practical requirements of building a sports governance system,meeting the needs of the people for sports,and stimulating the vitality of the organization’s development.To further promote the integrity of the community sports governance system,it can also speed up the modernization of community sports governance,and improve the quality of community sports services.Second,the Shanghai Community Sports Association has not been established for a long time,and participation in community sports governance is still in the development stage.After continuous practice and exploration,the Shanghai Community Sports Association has a clear governance goal for participating in community sports governance,characteristic governance content,and diverse governance approaches.Service satisfaction is low.Third,in the process of hub-based sports social organizations participating in community sports governance,there is a flexible government control and limited organizational resources;the upper and lower linkages are weak,and the organization’s professional ability is insufficient;social recognition is not high,and the coverage of organizational services is not wide.The policy guarantee is not perfect,the construction of the organizational system needs to be strengthened,and the boundaries of community sports collaborative governance are blurred.Fourth,strengthen the top-level design and planning layout,and further improve the organizational governance system and mechanism;accelerate the separation and self-empowerment of the government and society,and promote the process of organizational autonomy,professionalization,and socialization;deepen social recognition and sports awareness,and improve organizational sports services.Quality,build social trust,and expand social influence;strengthen the organization’s existing governance effectiveness,clarify the boundaries of responsibilities,promote the organization and multiple co-governance subjects to form a negotiated governance pattern,and optimize the path for hub-based sports social organizations to participate in community sports governance. |
