As an important kind of resources, the development of culture has an effect on the direction and impetus of a country’s development. Public cultural service is a sort of activity which provide cultural products and services to the public. It is based on the spirit of friendly cooperation, good communication and harmonious interaction, which has the following meanings:Firstly, Public emphasizes diverse participating subjects, both providers and users are multiple. Secondly, Cultural focus on the content, it is something about culture. Thirdly, Service is a kind of friendly attitude, which is different with mandatory plan and charity.Public cultural service is a vital aspect of the government’s functions. Nowadays, the construction of public culture is moving towards great development and flourishing stage, the system of public culture continue to be perfect, the quality and level of public cultural services constantly improve. However, the traditional distribution which is uniformed and basic has no longer meet people’s heterogeneous and multi-level cultural needs. So it is important to classify the public cultural services.To a certain extent, public cultural services is the intersection of cultural undertakings and cultural industries, it can be divided into different categories. From the perspective of supply mode, according to the purity, it can be divided into pure public cultural services and quasi-public cultural services; in accordance with the supply level, it can be grouped into direct supply and indirect supply; and on the basis of the providers, it contains the supply of government, market, NGOs and all of the groups’cooperation. In the view of the service targets, with the different ages and different occupations, the content to be supplied is not the same. What’s more, the vulnerable groups in the city should be taken seriously, especially the migrant workers and people with disabilities.
