The globalization and urban modernization process are promoted by rapidly development ofscience and technology. The greatly change of culture transmission occurred. The collision andfusion of different civilization make diverse cultures of the world has been unprecedentedimpact. Intangible cultural heritage is a cultural microcosm and wisdom from generation togeneration in a specific area and population. Intangible cultural heritage mainly rely ontraditional oral teaching materials and a single carrier. At present,its survival environment andheritage atmosphere are gradually disintegrating. The vulnerability of Intangible culturalheritage made the protection of intangible cultural heritage more and more important. In recentyears, government-led Intangible cultural heritage protection work has achieved remarkableresults, of course, the issue also appeared. The improvement of government’s behavior makes abig difference of Intangible cultural heritage protection. In this paper, combined with the actualcase, using the related theory to the government behavior in the protection of intangible culturalheritage research, analyzes the government behavior in the protection of intangible culturalheritage of the problem, and puts forward the specific countermeasures.This paper is divided into six parts. The introduction discusses the research background andsignificance, and relevant research results at home and abroad were reviewed. The first part ofthe article puts forward the research background and research significance of this paper, itreviews the related research results at home and abroad. The second chapter defined the conceptand characteristics of intangible cultural heritages. Five thousand years of cultural precipitationfor the city of Qingzhou left a rich intangible cultural heritage resources. The third partdescribes the status of Qingzhou non-material cultural heritage protection. The fourth part is aresearch of the present situation and problems of intangible cultural heritage protection inQingZhou. The fifth part put forward some suggestions to solve problems:Complete the lawsand regulations, strengthen the system construction and improve the supervision mechanism,and promote social participation, etc.The government should play a dominant role in the protection of the intangible culturalheritage, coordination and further promote the material civilization and spiritual civilization ofthe sustainable development, realizing the great rejuvenation of the Chinese nation.
