Research On The Government Behavior Of Luoyang In The Protection Of Intangible Cultural Heritage

In the 2017 State Council Government Work Report,it is proposed to develop cultural undertakings and cultural industries.Which specifically pointed out that we should "strengthen the protection and utilization of cultural relics and intangible cultural heritage." It can be seen that the protection of intangible cultural heritage has been placed on the same important position as the protection of cultural relics.This is the result of so many years that the intangible cultural heritage has been valued by all walks of life.The protection of cultural heritage has been "changed the status of heavy material form and light cultural heritage".In fact,the state's protection of intangible cultural heritage is actually the protection of the excellent traditional Chinese culture by the state as well as the inevitable requirement of moving from a cultural power to a cultural power.Five thousand years of civilization have left a great amount of precious historical and cultural wealth to our country so we can call it a cultural power.However,our excellent historical and cultural resources have not been well protected and utilized and are not as historical as they are For the world has a strong cultural influence,it is now difficult for our country to be called "cultural power." It is because of such social background that the protection of the intangible cultural heritage has received widespread social attention,including universities,the media,enterprises and numerous social organizations.However,the non-material cultural heritage is relative to the material cultural heritage.Such traditional culture has no specific material form,which determines the difficulty of the protection of intangible cultural heritage is very large.As all levels of government attach greater importance to the protection of the non-heritage,the protection of the entire society is also required to increase the effectiveness of the non-heritage,and the simple collection of information on intangible cultural heritage projects and inheritors is far from sufficient.The government needs to give full play to its own functions and safeguard the intangible cultural heritage in all aspects from many angles.Therefore,the key issues studied in this article include the current non-protection-related policies in our country,the current difficulties in non-heritage conservation in Luoyang,the integration of non-heritage projects into the entire urban development process,the role that the government should play in this process problem.
