With the popularity of cell-phones, it has a great effect on people’s life, bringing challenge to high school students as well. The purpose of this study is to prepare behavior questionnaire of high school students who use mobile phone, and get status of using mobile phone. Then, explore the psychological effect of mobile phone use behavior of high school students and put forward Education Management strategies and recommendations to response to the negative impact.Combined with a structured survey and the Open-ended questionnaire, the questionnaire named Mobile Phone Use Behavior of Senior High School Students is based on Theory of Planned Behavior.552students, the students of three grades in two Senior high schools are investigated. The results are as follows. First,"Mobile Phone Use Behavior Questionnaire of Senior High School students" includes four dimensions with good reliability and validity, which means motivation, attitude, subjective rules and controlling. Second, cell-phones are widely used among senior high students. Most of them spend at most one hour every day. Some students use the mobile phone no matter where, time and cost, showing some withdrawal reactions, and result in negative impact on learning and health.The order of frequent phone functions is communication, study management, entertainment and information access by turns. Third, the proportion of Senior Three students possessing cell phones is significantly higher than that of Senior One and Senior Two. Meanwhile, the proportion of Senior One students possessing smart phones is significantly higher than that of Senior Two and Senior One. The percentage of boys using smart phones is much higher than that of girls. Compared with high school students from towns and rural areas, there are far more school students possessing smart phones in cities. Fourth, students from Senior One and Senior Two spend more time on smart phone and phone online surfing than those from Senior Three. Students from the cities spend more time on using smart phones during weekends than those from towns and rural areas. Users like non-only-child spend more time than only-child under non-boarding situation. Fifth, compared with Senior Three students, there are more Senior One and Senior Two students using mobile phones for entertainment; There are more Senior One students using mobile phone for communication than those in Senior Two and Senior Three.In addition, there are more Senior One and Senior Two students using mobile phones in study management than Senior Three. Finally, there are more boys using different functions of mobile phones than girls. Sixth, the more positive the attitude towards the use of phone, the longer one spends on smart phone and the fuller the functions are to be used. On the contrary, the stronger the control is, the shorter one uses the mobile phone.Conclusions are as follows:Firstly, cell-phones are widely and properly used among most of the senior high school students. Secondly, the number of students possessing cell-phones and smart ones vary according to different grades, sexes and districts. Different grades, sexes, districts and types of the students result in different time spent on phones and the use of cell-phones’ functions. Last but not the least, attitudes dimension and controlling factors have some predictable effects on the use behavior of the phone by high school students.
