The cultural industry that has high content of technology, low resource consumption, little environmental pollution and other advantages, shows great potential in the rapid economic and social development, it has become an important force to promote the development of regional economic and an important standard to measure the comprehensive strength of a country or region. The western region has rich cultural resources, but because of many reasons that its cultural industry is backward, small scale, low efficiency and so on, cultural industry doesn’t have significant effect on the development of the western region economic and society. That how to promote the productivity of the western region cultural industry and enhance the comprehensive strength of cultural industry have important significance for the development of the western region economic and society.This paper uses the panel data from 2005 to 2012 and DEA-Malmquist index method to measure and analyze the total factor productivity of cultural industry in Western region, and we can know about the changes of the total factor productivity and its decomposition values and examine the source of the total factor productivity growth. This paper also analyzes the influence factors of the total factor productivity of cultural industry in western region through the GMM method. From the results of this study, firstly we know the total factor productivity of the cultural industries in the western region has maintained good growth momentum from 2005 to 2012, its average annual growth rate is up to 7.9% and the sources of its total factor productivity growth are technological progress and the improvement of technical efficiency. Besides the Gansu province, the total factor productivity of the cultural industry in each province of western region from 2005 to2012 are more than 1, and all provinces show the progress of technology. Compared the total factor productivity of the cultural industry in the northwest region and the southwest region, the two regions’ results are similar and their cultural industry all show the improvement of technical efficiency and technical progress. Secondly, the factors have a significant impact on total factor productivity of the culture industry in western area including the lagged total factor productivity, the demand of urban residents on cultural products and service, the level of economic growth, the development of cultural industry scale, these factors all have positive effect on the total factor productivity of culture industry in western area, but the factors which are the demand of rural residents on cultural products and service, the level of human capital, the level of market, the policy of cultural industry and cultural industry cluster don’t have significant effects on the total factor productivity of cultural industry in western region.
