The Multi-dimensional Evaluation Research On Total Factor Productivity Of Cultural Industries In China

At present,China’s economic development has entered a new normal.Facing the problems such as the gradual disappearance of traditional demographic dividend and the increasing restriction of factor resources supply,adjusting economic structure and improving TFP become a powerful measure to adapt and lead the new economic normality.As an emerging industry with the characteristics of low energy consumption,high added value and creativity,the cultural industries are constructing a brand-new pattern of our country’s economic development and affecting the realization of social development and national strategic goals.However,the current development of China’s cultural industry still has problems such as weak overall strength,lack of depth in integration of industry and technology,unbalanced development of cultural industry regions,weak innovation capacity,and insufficient effective supply.Therefore,we should analyze the new situation of current economic development profoundly,understand the new problems of culture industry development correctly and grasp the latest development of culture industry accurately.It is of great significance for the culture industry to promote the implementation of cultural industry supply side structural reforms,optimize the layout of the cultural industry structure,cultivate new models,transform and upgrade cultural industries,build a modern cultural industry system,and develop cultural industries.Therefore,in recent years,China has been vigorously developing cultural industries,enhancing the overall strength and competitiveness of the cultural industry,strengthening the cultural brand effect,and raising the level of cultural consumption,so that by 2020,the cultural industry will become a pillar industry of the national economy and realize the strategic goal of a culture-powerful country with the comprehensive strength into top list of other culture-powerful countries.The development of cultural industry depends on the improvement of industrial production efficiency,and the measurement for total factor productivity of cultural industry,which is of great significance to the analysis of the input-output efficiency of cultural industry.By decomposing the total factor productivity index,we can further explore the main factors affecting the development of cultural industry.Therefore,promoting the total factor productivity of the cultural industry is a problem that needs to be solved urgently to achieve the strategic goal of a culturally powerful country.In order to further promote the development of cultural industry,this paper takes 31 provinces(autonomous regions and municipalities in China)as the research sample,uses DEA-Malmquist model to evaluate the total factor productivity of China’s cultural industry during the 2012-2016,and makes a comparative analysis of the total factor productivity of the cultural industry from time,region and industry three dimensions.The empirical results of this paper show that:1.During the period from 2012 to 2016,the total factor productivity of China’s cultural industry was at a low level as a whole,and the cultural industry was in a state of redundant investment.Technological progress could not meet the demand of cultural industry development,which was the main reason affecting industrial development.2.The total factor productivity index of cultural industry in eastern,central,northeast and western regions is less than 1.The cultural industry is in a state of redundancy,and the development of regional cultural industry is unbalanced.The TFP ranking from big to small is eastern region,central region,northeast region,and western region.Technological progress is the main factor affecting the promotion of total factor productivity of cultural industry.3.There is a big difference in the total factor productivity of the industry in China’s cultural industry.The TFP ranking from big to small is cultural manufacturing,cultural wholesale and retail Trade and cultural services.Among them,the total factor productivity of the cultural manufacturing industry as a whole is rising,and the cultural manufacturing industry is mature;the total factor productivity of the cultural service industry as a whole is in a downward state as well as in a redundant state of investment with a great regional imbalance.The cultural wholesale and retail industry as a whole is in a state of redundant input.Technological progress cannot meet the needs of cultural wholesale and retail industry development,which is the main reason that hinders the improvement of total factor productivity.According to the empirical results of this paper,I propose relevant recommendations.At first,we should increase investment in research and development of cultural industries and promote technological progress.Secondly,we should strengthen the talent training and improve the technology utilization efficiency and management level of cultural industry.Thirdly,we should improve the scale and efficiency of cultural industries and optimize the allocation of resources.Fourthly,we will narrow the gap in the cultural industry and promote the coordinated development of the industrial region.At last,we should narrow the differences of efficiency in the industry and promote the overall efficiency of the cultural industry.
