| Gao Yaomo is an article in Shang Shu, It is one of the important literature to record the king and his ministers to discuss state affairs. The theory that "Gao yaomo showshow to govern the country" is put forward by Confucius. The relative literature classified in five stages according to the age, divided into Zhou and Qin Dynasties, Han Dynasty, Wei, Jin, Sui and Tang Dynasties, Song, Yuan and Ming Dynasties, Qing Dynasty and the Republic of China. And according to the the content of Gao yaomo, divided into five categories. In order to fully understand the role and the change of this core idea generated in Shang Shu Study’s every stage of development, and its influence on modern state governance.Gao Yaomo embodied “shen shen”, “zhi ren”, “an min” three core of the Political philosophy to secure popular will as the focus, interlocking and mutually reinforcing. "shang fa you dao", "jun chen zhi dao," two of the Political philosophy, relatively speaking, is the relationship between monarch, minister, three people play a coordinating role. If the "shen shen," "zhi ren," "an min" Three of the Political philosophy can seen as bricks of Political, "shang fa you dao", "jun chen zhi dao," Two of the Political philosophy is the sticking bricks, the sediment to fill the gap.
