As a result of the strengthening of China’s comprehensive national power and global influence, the development of International Chinese Language Education has been greatly fastened in two lines, both attracting incoming foreign students and sending out Chinese language teachers. The Short-term Chinese Language Program organized in target language context is one of the most important part of non-degree education programs for oversees students in China. It can meet foreign students’diverse needs and will attract more international students to come to China.Researches on the Short-term Chinese Language Program organized in target language context has been greatly increased in recent years. However, most of them are focused on the meso or micro level of study of the classroom teaching and only few involves the macro level of research. Studies on the Short-term Foreign Language Program have been rare.This research studies the historical development, general information and common characteristics of the Short-term Chinese Language Program organized in target language context from diachronic and synchronic perspectives. Problems existing in present programs have been noticed:teaching concept rarely mentioned, no requirement for the Chinese level of enrolled students, singular pattern of course design, superficial cultural experience, rigid teaching methods, limited utilization of teaching environment, insufficient concern on program management, and loose continuous ties between cooperation partners. Analysis of the above mentioned problems has been carried out in this research from four aspects, i.e. program objective, course design, teaching method and program management.Solutions for these problems have been explored through analysis of important factors for the future development of Short-term Chinese Language Programs with example studies of Short-term Foreign Language Programs.The innovation of this study reflects on four aspects:theoretical reference, research idea, research methods and research materials. A macro system analysis is applied under the conceptual framework of system theory. Eight research methods, including content analysis, theory-based study, case study, questionnaire and interview and so on, have been used in this study. A case study of Short-term Foreign Language Program in the view of global comparison has been carried out. Plenty of first-hand materials in Short-term Chinese Language Program and Short-term Foreign Language Program have been collected and analyzed in this research.The importance of this research could be interpreted in two aspects. With regard to the theory study, a Quatemity Development Pattern is proposed. Based on the System Theory, this thesis proposed that the four aspects of program objective, course design, teaching method and program management should be combined into one entity when discussing about the development of Short-term Chinese Language Programs. With regard to the realistic usage of this study, it explores a new way of study and provides feasible suggestions for the future development of Short-term Chinese Language Programs.
