And it has become the first wheels of progress which helps our advancement of our society. The promoted quality of our people’s normal life and the abundant producing of the material wealth, economy and cultural freedom are the sentences which means incredible speed of changing happens on our life now. By this time, the changing substance of our life also cause the changing of our matters of spiritual life.‘moral crisis’ has been used frequently to describe our moral status by social media in our country. How to make up for the deficiency of our ‘moral crisis’ becomes not only a more and more important issue of the establishment of our citizens’ spiritual civilization,Strengthen civic morality has become an important issue. Strengthen civic morality is a comprehensive project, which requires all aspects effort. Which citizens own moral values, moral awareness, moral practice ability is a very important aspect. This paper aims to cultivate awareness of the concept of good citizenship and enhance the ability of citizens of good ideas, and continue to practice outside into ethical behavior of citizens, thus promoting civic morality of the whole society.This paper mainly through multiple factors, internal factors to identify the slow development of civic morality, integrating the analysis, looking to create a positive trend in the development of the concept of civic good point lies. This article mainly through the following five aspects to be analyzed and discussed.First, the history of Western ethics in connotation "good" retrospective, elaborated the concept of the ability of citizens of good historical background of the origin and history of ethics by Western thought connotation of "good" in the description, as well as "good" the development features, paving the way for the civic good idea of historical factors.Such as: a clear ethical requirements, and establish a perfect role model of personality, culture and moral beliefs, political system auxiliary and other factors.
