Research On Government Behavior In The Protection And Development Of Intangible Cultural Heritage In Lijiang City

Intangible cultural heritage is the results of accumulates with the time in human-being’s daily life. It also inherit national spirit. All minorities created glorious and resplendent Chinese civilization with Han nationality in five thousand years. of Chinese cultural history, made outstanding contributions. Intangible cultural heritage of minority has a great variety, rare value, wide mass base and special inheritance way, it shows cultural diversity and national character of our country, therefore, it is very important to protect intangible cultural heritage of minority. With the development of economic and society, our country’s comprehensive national power has been increased, but with the modernized development, many local governments lose sight of protecting intangible cultural heritage of minority when they pursue economic development, More exploitation and less protection leads to many intangible cultural heritage of minority has been destroyed, part of minority cultures were disappear, this is a reflection of the absence of government responsibility. Therefore, government should play the leading role in the process of protecting intangible cultural heritage of minority. Doing a good job of protecting intangible cultural heritage of minority is will promote local economic development, enhance national cohesion and maintain local social harmony and stability.Lijiang is a well-known tourist city all over the world, has abundant resources of intangible cultural heritage and distinctive national features, it is the only one which possess culture, nature and memory, all three kinds of world heritage prefecture-level city in China. Because of its representativeness, this paper select Lijiang as object to study.This paper divide into four parts: at first, expound the related notions of minority intangible cultural heritage(minority areas,intangible cultural heritage of minority,act of government), based on theories of government functions and nationality development, concluding the characteristic of minority intangible cultural heritage. Secondly, made a brief introduction to general situation of Lijiang minority intangible cultural heritage, select Lijiang ancient city and Moso people in Lugu Lake to elaborate on their minority intangible cultural heritage, then concluding and analyzing the related acts of Lijiang government. Thirdly, based on last chapter to analyze the existing problems of protecting minority intangible cultural heritage in Lijiang, for example:incomplete jurisprudence, lack of intangible cultural heritage inheritor, ecological weakness of intangible cultural heritage, part of minority cultures were disappear, and so on. This paper also analyzed the causes for these problems. Finally, to conclude the useful experience and methods in process of protecting minority intangible cultural heritage in Lijiang by introducing the experience and methods of protecting intangible cultural heritage in foreign government, to come up with some suggestions for completing protecting minority intangible cultural heritage in Lijiang.
