Research On The Transformation Of The Ethnic Minority Regional Government's Cultural Function In The Transition Period

The study on government function is always the major hotspot in Political Science and Public Administration circles. Especially since the reform and opening-up, the research on the transformation of government function has been always treasured by academia, and the results of the research problems emerge in endlessly. But the current research on the government function and its transformation mainly focus on the government's economic function, and researches on the government's culture function and its transformation are seriously insufficient.This article chooses the Intangible Cultural Heritage protection for study angle, and through documentations research method,case investigation method and interview method to explore the transformation of the cultural function of the Ethnic regional government. There are two purposes in this article:the one is clear dispute the government's function and role when government in the protection of the intangible cultural heritage, the other is to make up for the academic research on the government's cultural function which doesn't fully and doesn't further.Firstly, the article tries to card the correlation theories about the government's cultural function and the Intangible Cultural Heritage. And on the basic of analyzing the theories, the author sums up the reason, the facing predicament, and the way of transformation and its significance of the transformation of local government's cultural function. Secondly, the article introduced the measures which adopted by the local government to protect the Intangible Cultural Heritage in Yuping County, and evaluated these measures. Then, the author tabled some proposal on how to transform the government's cultural function in order to better protect the Intangible Cultural Heritage in Yuping County.This study is based on the boom of the Intangible Cultural Heritage protection around the world, but there are many phenomenon about the administrative function's offside, absence and malposition in this protection activity. This article with a county which in ethnic minority areas is a case to research the problem of transformation of the government's cultural function, so the article has important theoretical significance and practical significance.
