With the development of society, urban public space is increasingly becoming the focus of attention and discussion. Because of the complexity of urban public space, the problems that it brings are also touched on all aspects of the society. As a condensation point of spiritual culture of public space, the public art has a very important position and is also faced with formidable challenge.Public arts often have tremendous volume and time-consuming of manufacture process, it will continue to be a tough stance to occupy people’s visual space even being reviled. This is not only the failure of public arts, but also a behavior trampling on the public space.The main root causes of these phenomena is the contradiction between individual artistic creation and the public nature of the urban space. So what positions should the artist stand in the creation of public art? How should they deal with the relationship between personal will and the public?This paper describes how the artist through Lao Tzu’s thought of "doing nothing is doing everying" to actively deal with these issues in the creation. Through "doing nothing" to resolve the boundary between art works and the audiences, with the participation of the public and ultimately achieve the "doing everything" effect. "doing nothing is doing everying" is a people-oriented way dealing with public domain issues, it highlights the advance and transcendence of Oriental philosophy.
