Social development is a process which concludes progress and retrogress, acquisition and the cost. After years of exploration, we have achieved the rapid development of society, but the development is based on paying price. Just for a long time, people are paying more attention to the development all the time, and the price is forgotten in the corner. Which caused that we have produced some misunderstanding about the cost.Some think that development is the mainstream,so the cost cannot be threat to development,others think that since the price is negative, it should be completely solved, all these views are one-sided.
