Negative Vaccination To Active Epidemic Prevention: Yunnan 's Summer Health Campaign And Modernization Of Epidemic Prevention Mechanism

Republic of China was the most important time for the development of health and epidemic prevention system, which was the changing time of the system from negative avoiding epidemic to active immunization. Daylight Health Campaign was the key method of Yunnan’s health and epidemic prevention in Republic of China, because it was closely related to the especial location of Yunnan province, which would lead to plague epidemic, the poor health, the influence of western medicine effected on Yunnan, and New life movement.The time of launching Daylight Health Campaign was from 1936 to 1948, and the campaign aimed at prevention of epidemics and promoting public health, which always lasted from May to September. The initial range of the movement was in the center of Kunming, then expanded to every country of Yunnan province. Movement was led to government to expand, and community all participated. All counties built the mechanism to be responsible for launching the movement, they launched the movement which were suitable for the country based on reality. The movement focused on "the week of Daylight Health Campaign", and launched kinds of activities which were in line with development in Yunnan, such as disseminated health knowledge to public, clean competition, fight mosquitoes flies rat flea lice, the introduction of health bans, held disinfection facilities, medical facilities and vaccinations. The government of every country in Yunnan province checked and judged hygiene and health, then reported the implementation to provincial authorities. Although Daylight Health Campaign in Yunnan lack of financial support, the policy lasted a long time and the stability was relatively better.Daylight Health Campaign in Yunnan in Republic of China was a positive prevention, in some degree, it improved the health and epidemic prevention situation in Yunnan, changed public’s health concept, effective in preventing the spread of the disease, and initially established a county health and epidemic prevention network throughout Yunnan, realized epidemic point to the surface transition in Yunnan, and undertake initial start health in Yunnan of Late Qing, which laid the foundation for launching the Patriotic Health Campaign after the founding of New China.
