The purpose of education is to train people. With the continuous development of education, higher education has long been ahead of popular and public stage for Chinese student. And as emphasized in profession of higher education, arts education is the direction of my research and attention. To further and fully grasp the rules and methods of artistic talent cultivation, this study is begin from the part of “practice”, through to present the higher arts education of training and discuss the features and functions as well as the relationship between practice and personnel training;thus cultivate that the artistic talents description must be done by stage practice; then arts education training of personnel must fellow this rule. So in higher arts education, always keep the artistic practice is just follow the rule of this personnel training.This paper is divided into three parts, the first question is to establish the significance of research and research methods need to be used, pose the exactly definition of “practice”, and analyze the status and characteristics of the practice theory. Again, take an example of NACTA, through the training programs, teaching programs,curriculum and other view to analyze the relationship between practice and personnel training, in order to illustrate the function for practice in the arts personnel training. Finally, by knowing the problems are still in the personnel training, i will give my ownadvice, hope to be able to contribute my own power for the artistic talent training.
