A Study On The System Of Public Participation In Local Legislation In China

Local legislation plays an irreplaceable role in our national legislative system,which not only could remedy weakness of central legislation, also it occupies anindelible position in the construction of socialist democracy and the rule of law. Withthe increasing expansion of local legislation and the acceleration of standardizing andinstitutionalizing local legislation, general public are strongly appealing for using andemocratic way in legislation.Over the past twenty years, our national legal construction has achievedremarkable success. The phenomenon of the public taking full participation in thewhole process of local legislation has been given rise to the whole society. Withunremitting efforts of social classes, our nation has made some achievements in theparticipation taken by the public in local legislation. However, some problems suchlike that the public is lack of enthusiasm in participation, theirs ways of participationis too limited, some relative systems need to be improved and so on.The thesis makes a full analysis of the basic theories of our national publicparticipation in local legislation system, which combines general analysis based onthe current situation of our national public participation in local legislation system andsome achievements made in the practice. And this paper tries to expose the realdeficiency in our nation’s public participation system and solve above-mentionedproblems from system design, also hopes that it will play a role for the public to takepart in local legislation.
