Research On Public Participation In Local Legislation In F City Of G Province

The study of public participation in local legislation refers to the process by which the local people ’ s Congresses and their standing committees,mainly represented by municipalities at the prefecture level,formulate Local ordinance legislation,activities to solicit the views of the general public and interested individuals or organizations on local legislative plans and draft laws,either actively or passively,and to influence local legislation through feedback interaction.This paper first outlines the concept of public participation in local legislation,form,theoretical basis and significance.Secondly,through on-the-spot investigation and data collation,it analyzes the specific situation of public participation in local legislation in G province and F city,it is pointed out that there is no specific public participation in local legislation in F City of G province,and there is no specific guidance in the relevant practice;Lack of incentives for public participation in local legislation,the enthusiasm of public participation needs to be improved;lack of assessment criteria and supervision mechanism for public participation in local legislation;lack of public participation in local legislation,lack of effectiveness.On the basis of the above problems,it is proposed that F City in G province should establish special Local ordinance for public participation in local legislation to ensure public participation,and adopt incentive measures for public participation in local legislation,suggestions such as enhancing the enthusiasm of the public to participate in local legislation,establishing the assessment criteria for public participation in local legislation,strengthening supervision and implementing the accountability system,expanding the degree of public participation and enhancing the effectiveness of participation in local legislative work,with a view to improving the public participation mechanism of local legislation in F City of G province,to promote the democracy of local legislation,to improve the quality of legislation,and to promote the construction of rule of law in China.The participation of the local public in legislation is of great significance,which is conducive to the realization of the democracy of legislation,the“People’s democracy in the whole process”,the scientific nature of legislation and the formulation of “Good laws” It is helpful to realize the local adaptability of legislation.
