Research On Public Participation In Legislation Of Local People's Congress

With the development of scientific legislation and Democratic legislation,local legislation has become more and more important in our country's legal system.It can not only make up the deficiency of the central legislation,but also guarantee the exercise of public supervision over the local legislature to build a harmonious society and realize the goal that the local legislation always pursues.At present,the public participation in local legislation has been paid much attention by the society and has become one of the hot issues in the political society.The author uses the empirical analysis method to survey and collate the legislation of the NPC in 23 provinces,4 municipalities directly under the Central Government and 5 autonomous regions of China,as well as public participation.It can be concluded that the current situation of public participation in legislation in China is better in some provinces than in others.It is mainly embodied in the same information open channel,the feedback mechanism is not perfect,the participation way is complicated and not friendly to the people.After selecting several provinces with better development,we can not ignore the problems existing in the other provinces,which is the core starting point of this paper.After analyzing the actual situation in our country,the author continues to understand and summarize the relevant contents of public participation legislation in the United States and Britain.The United States is especially prominent,whether the broad scope of the hearing or the legislature attaches great importance to it,it is worth our country to learn and learn.In both countries,public participation in the legislative process has increased year by year through effective public participation.And this kind of relatively high enthusiasm for participation is the development of democratic legislation in our country at present.As a necessary link and necessary means of Democratic legislation,public participation deserves our serious research and analysis.Efforts should be made not only to raise the status of the public in the legislative process,but also to increase its participation.Democratic legislation can not be reduced to mere rhetoric only if the public is truly involved in the process.
