With continuously deepening globalization, contemporary diplomacy isdeveloping with diversified subjects, varied agendas and multi-layereddecision-making structure. Against the backdrop, cities, especially global cities andmetropolises have been playing an unprecedented role in the process ofdecision-making and implementation of foreign policies, thus becoming componentpart of national overall diplomacy. Meanwhile, the double-side effect of globalizationand cities’ internal need for internationalization stimulate city diplomacy to transferfrom the primary stage of building twin cities and promoting friendship to the stage ofparticipating in global governance; and city diplomacy focuses more on safeguardingcities’ interests and enhancing international competitiveness.Unlike state diplomatic activities, city diplomacy has official and civilcharacteristics when participating in global governance, and one should be noticed isthat city diplomacy competitive strategies tend to be more of enterprisecompetitiveness mode. Therefore, by referring to enterprise competitive strategies, itis to build SWOT analysis model taking all the internal conditions and externalenvironment into consideration and conducts systematic assessment, choosing the bestcompetitive strategies for long-term development.Both London, which actively participates in global climate governance, andAmsterdam that passively meets the problem of transnational immigrates, fullyrecognize their internal conditions and external environment and adopt effectivecompetitive strategies based on optimal allocated resources. In this way, they haveenhanced their non-traditional advantages and strengthened their internationalcompetitiveness in a new dimension; this also reflects that cities have to coordinatewith and safeguard the national overall diplomacy through positive interaction withcentral government so that their own interests and national interests can be developedresulting from a win-win situation.
