An Analysis Of China 's Health Diplomacy From The Perspective Of Global Governance

The development of globalization brings about various kinds of global issue,especially the global health issue characterized by widespread communicable disease,which causes the common challenge to the development of human kinds. The efforts,which takes shapes of assistance and cooperation, made by nations, non-governmental organizations and other international actors to manage the health issue constitute health diplomacy. Under the influence of globalization, the health issue which belongs to non-traditional security has turned to share the characteristic of global politics from the “sub-politic” fields, becoming the increasing important one in current national diplomatic field.From the perspective of international health diplomacy, with the continuous enlargement of global common interests, the features of diplomacy, which are diversification and professionalism of subjects, multilevel manner, flexible mechanism and goods provided with public attributes, are designed by global governance under multilateralism. Up to present, World Health Organization and its International Health Regulation(2005) in the name of other international organizations and corresponding international laws and regulations have formed the mechanism of global health governance. Meanwhile, the development of non-governmental organizations has enriched the connotation of global health diplomacy.Under the dual influence of international and domestic context, the development of national interests has determined different characteristics of China health diplomacy during each different stages. The development and enrichment of unilateral,bilateral and multilateral manner has witnessed not only the improvement of China health diplomacy capability, but also the contributions to the improvement of national soft power, such as national image and its international influence. Therefore, health diplomacy has become an essential part of China diplomacy. And during the battle against Ebola, China health diplomacy has made achievements as well as exhibited certain problems, which are backward technology of biological defense, lack of health diplomacy strategy and mechanism, inadequate application of multilateral manner and related non-governmental organizations. And these problems will restrict the further development of China health diplomacy.For the future, China health diplomacy has enough developing space. With thedevelopment of national power, the increasing overlap between national interests and international interests, China continues to propose more reasonable international order and starts to construct international mechanism which caters for global interest. And these will promote global health governance system to develop further as well as the capacity of China health diplomacy. What is more, the citizens’ health status, the national image and global health interests would be promoted as well.
